It is mandatory for all the aspirants to score minimum 50% marks in the qualifying examination (45% in case of SC/ST).
and the degree should be recognized by the distance education council
Bcom candidates can only apply for MBA

You need not change your category in OTPR
If number of posts are less or no for reserved candidates i.e. BC. you can compete in open Category.
If you are BC candidate and score more marks than general category cut-off then your name will be appeared in General category merit list

You should be passed on or before the date of notification i.e. November 8th.
You may get certificates later after the notification that does not matter
but the exams should be completed before the date of notification and results also must have come.
If your results came after 8th November you cannot submit the application for group-II
