The OBC Noncreamy layer for the kids of government employee is decided on two factors

      By post or by class

If anyone of, father or mother are direct recruited class 1 servants, then their children won’t be eligible for Non creamy layer. But if he/she is promoted to class 1 then the kids will be eligible

If both of the parents are class 2 than their kids won’t be eligible for OBC quota but if only one of them (father/mother) is class 2 then the kids would be off from creamy layer and they can avail benefits of Noncreamy layer quota

If Father was recruited directly to class 2 position and then promoted to class 1 before age of 40 then it would be no longer Noncreamy layer. however this scenario only applies to Father not the mother

The government servants who doesn’t fall under this category are all non-creamy layer.

If Any doubts on this you can discuss here

It is only for employees and professionals doctor, lawyer, management consultant , artist, film actor, engineer, architect, sportsperson, media professional , etc.
Eligibility regarding government employee is based upon his level, and not his salary. Example –If your parents are earning 7 lakhs and they are below group B officers ,you will still come under ‘NON-CREAMY LAYER.’
